Cropper is a small program that I came across recently. It is a free program that is able to capture specific portions of the screen and save them as a .bmp .jpg .png to the clipboard or, with an available plug-in as an animated gif.

When you start Cropper, you have a resizable, transparent window. When you hit enter, the area under the window will be saved in the format that you have chosen. Right-clicking on the window will let you change options like the tint of the window and the format of the saved file. Another really cool feature is that you can set up preset sizes.
